Halk, Oetinger, and Brown traces its Arizona roots back to 2006 when Philip Brown formed the Brown Law Group. As the creator of the first contingent assessment collection program in Arizona, the firm experienced rapid growth throughout the state. The firm collects the Association’s money at our expense and collects our fees from the debtor. This perfectly aligns the Association’s interest in collecting assessments with the firm’s interest in recovering the attorney’s fees and costs advanced.
Kelly Oetinger joined the firm in 2012 focusing her practice on general counsel work. Kelly became a partner in 2015. John Halk joined the firm in 2015 to manage the firm’s litigation and collections department. John and Kelly became members in 2023. The firm will continue serving our clients across Arizona with the same services that our clients have come to rely on – sound concise legal advice, general counsel work, and assessment collections under the “no fee” contingent collection plan.

Halk, Oetinger, and Brown is a leading provider of assessment collection legal services in Arizona. Services include collection demand letters, recording of notices of lien, foreclosure and judgment enforcement and collection.
General Counsel for Associations
Halk, Oetinger, and Brown represents community associations in initial formation, election and voting issues, amendment of articles of incorporation, amendment of bylaws, amendment of CC & R1s, interpretation of governing documents, opinion letters, assessment issues, transfers and acquisitions of property, and other corporate issues.

In addition to collection services our firm offers the full range of general counsel services. Our goal is to provide general counsel services at a flat rate of $50 per month. This provides certainty to the Association regarding budgeting for collection and legal services.
Assessment collection is the strength of the firm, but the firm also offers a full range of other services for planned communities and condominiums, and general counsel. We offer a different kind of collections.

We endeavor to turn legal services into a fixed cost. We are hostile to the billable hour system. Our attorneys and staff do over 90% of their work at flat rates. Our industry leading collection program is at no cost to the Association.
